Default Vehicle permit

Has anyone applied for and received a permit from the MSP for carrying a scanner in your vehicle?

Anyone know what reasons would justify carrying one?

You don't have to get fancy....just put "hobby" as the reason. MSP has no criteria for refusing the request for a permit...unless you lie on your application.

Has anyone considered showing your Michigan permit if you are stopped in Florida or Kentucky? It seems to me that there MAY POSSIBLY be some merit in doing so if you do not have a Ham License and are just passing through or on vacation and are somewhat vague on the law - at least the Officer would know that the Michigan State Police has accepted your credentials and you have gone through a background check. I realize that the specifics of Florida and Kentucky law do not give much wiggle room, but has this happened to anyone here and if so, what was the outcome ??

ALSO, Please refer to the United States Constitution, Article IV, sections 1 and 2: "(1) Full faith and credit shall be given in each State to the Public Acts, Records and Judicial Procedings of every other State. And the Congress may, by general Laws, prescribe the manner in which such Acts, Records and Procedings shall be proved, and the Effect thereof.(2)The Congress of each State shall be entitled to all Priveleges and Immunities of Citizens in the several States."

In other words, driver's licenses, marriage licenses, dog licenses, vehicle registration and other similar state based issuances are to be honored in other states as if it were your home state while you are temporarilly in that state and not a resident. If we have any Lawyers present here, can you advise if this could be applicable to the MSP Mobile Scanner Operation Permit, which is conditionally issued for the life of the permit holder and is there any case law or precedent that you are aware of in support of this?

I applied for a permit in December and in less than 3 weeks after I mailed the application, the permit was in my hands.

Question:why would you ask a question like that? The justification would be to hear what is going on and enjoy the hobby. Odviously you have to have a license to do so.

If you have to ask a question like: "Anyone know what reasons would justify carrying one?" you really dont need to be carrying one.

Ward, don't you think you were a little hard on the Beaver?

I really think Mwad was just asking the same question that everyone has when thinking about applying for the permit..."what do I put as "reason"...I don't want to put the wrong thing and blow it"

Boy, is this subject beginning to "snowball" or is just my thinking?? I obtained a permit a long time ago--longer than I can remember. When applying I listed the Dept's to be monitored. Also I was and still am a Officer in my FD. Reason for permit was "To monitor mutual aid depts." I do not have any type of radio operators license or ever did. This included the sheriff's dept. freq also.

Yes. When a co-worker of mine applied, he simply put "hobbyist" as the reason for wanting the permit and it was granted.

This is from the Committe on Judiciary's analysis of HB 4544 (2005), a bill that was going to do away with the need for a permit:

Whats the link to the page for the permit again??

I think we should make the link to the permit a sticky on here for the members..

My contact in the State Senate said the law allowing scanners in vehicles with out a permit is ready to be passed when ever someone tries to push it through..
