Finally after alot of monitoring I can I.D. it. It's Tri-Hospital EMS from Port Huron in St. Clair County.

Tri has been on digital for the last 3 months but not all of their radio traffic is done over the new system yet. They are set up in all the rigs but they only use it from time to time.

Tri-Hospital EMS is the local service in my county.
