Be more specific. What are you hearing, what area of the city? I did a FCC license search for that freq in Detroit, but it found no matches...
It could be a federal freq.

The FCC has a couple licened users in the general area. ALSO - Is it possibly coming from across the border in Ontario?

That is WJBK Fox-2 News in Southfield. They have been on 166.250 MHz since the early 1960s.
