is there still an activity in the 150.xxx range for fire rescue ect or any other's?

I'm not sure any fire or rescue ever operated on 150.xxx frequencies -- if you meant 15x.xxx frequencies then the answer is clearly YES.

Yep, up here in the E.U.P. (great white north), all of the FD's are on the 15X.XXXX channels, and only on occasion do they use the MPSCS system.
