It's not out of date, it just doesn't receive digital signals like those used on the statewide system... But I'd recommend the BCT15 if you're okay with that, BCD996T if you need digital receiption.
Everything in and around Lansing is not digital - just MSP and the state departments, Capital City Airport and the like are on it. You can see the full list in the database here.

Correct.
I have both but rarely listen to digital. Base analog BCT15, digital BCD996T. Handheld digital 396, analog 330.

I see your from lansing so what do we really miss out on by not having digital?? so far it sounds like just the state police and some other state angeinces. do you get central dispatch for surrounding counties?? im really considering the BCT15, cant really justitify spending twice that amount for digital right now, im just getting into this whole thing.

Go to the database list for the Michigan statewide system and you'll see - anything listed there is digital.

Aviation is analog AM, so as long as you can tune 108-136 mhz you can listen to them.

To clarify - Capitol City (Lansing) Airport police / fire are digital and cannot be heard on the BCT8.
