Default Question; listening to Richmond PD

can i listen to just the city of Richmond PD?
are they on the county digital system, or 460.250, or something else?
i have not been able to pick up anything on 460.250. maybe they reduced their wattage?
i am trying to listen from chesterfield twp. and/or mt. clemens.
with outside antenna.

I still pick them up on my Prep on the old Macomb North Band. They are changing over to their 800's as we speak. They are just waiting on the final training and they are one.
