Smile reception help

hi everybody , ok so i have a pro-162 and i just got a maldol al-500h antenna, im am getting some reception but there is a lot of static is there a way with out having an outdoor antenna so i can hear it clearly ? or is there a frequency list that i can get so i can listen to the milair comms here in portland , or is a base scanner better instead of a handheld ? could the problem be the antenna should i try a different brand ? if it turns out i need a base scanner is there a good one to get !!
