I have 385.0625 MHz as the primary control channel for the ELMR 14C Navy site 101, 385.3125 MHz is primary for Navy site 102 and 386.1250 MHz is primary for Navy site 103. I have no exact locations for these sites, but they all seem to be located in the southern Puget Sound area.
I don't think that the database for this system has ever accurately reflected reality, as the Navy side of the system is using some sites with the same site numbers as the sites at Joint Base Lewis McChord. The original Navy site listings were over-written when the JBLM sites came on line and were added to the database.

You're right. Years ago when this system first came online I was trying to help ID site locations. I'm surprised the people living in the area haven't figured out everything by now.
Even then there were two simultaneous sites 101- 380.075/385.0625
And 102- 380.2125 and 385.3125
My info from ~5 years ago.
The Navy sites I IDed in the area that would possibly have radio sites were:
Naval Station Bremerton 103? (386.1250 380.7250 380.9375)
NSB Bangor 105?
Keyport Naval Undersea Warfare Center 106
Yakima Firing Center
Yakima Training Center 107?
Whidbey area- Possibly Indian Island Naval Ammunition Depot 108
Whidbey area 109
Naval Strategic Weapon Fac Pac or Keyport Undersea Warfare 110?
Naval Support Complex in Marysville 111?
Everett Naval Station 112?
Whidbey Island area 114
