Default Mil HF via MARS

About 2243z OILTANK was heard on 13.927USB with a MARS station requesting an HF phone patch. He was very strong here in SoCal but had a very wide (3.3k) signal with a lot of background noise. He communicated with STRATEGY, although they were weak to each other. STRATEGY was weak here. He requested to use RS17 for [something]-BRAVO. Apparently used STRATEGY for a link to BOLD-AX. There was a reference to EVERGLADES, also.

Any ideas what this might be?

Later OILTANK was in comms with AFA5JC, which is in Ohio, for a commcheck. OILTANK stated that he was over the Northwestern US. After the MARS station rotated his antenna, comms were good with the exception of the background noise.

(AFA) is Air Force, ( 5 ) is Region 5 ( JC ) is his I.D., Yes I herd the comm's. I was in the army MARS My Call AAR7BG.
