That estimate might be a bit high; could be closer to 1/100th.

A Good Rental
The Russians Are Coming the Russians Are Coming (1966) - IMDb

Without hostile intent, a Soviet sub runs aground off New England. Men are sent for a boat, but many villagers go into a tizzy, risking bloodshed.

I'll try decoding some NAVTEX as I have been from the East Coast, although nighttime prop has been bad lately.

Default The Russians are Coming

Ah the press. always looking to excite the public to have them buy into whatever they are selling this week. Seems most people are getting bored over Trump so why not say the Russian are coming. The Soviet Union or Russia or whatever you call them has numerous listening posts all over NYC. The biggest one is in Riverdale up in the Bronx. Their embassy in on one of the largest hills, and right across from what used to be a New York Telephone/NYNEX microwave tower path for the entire east coast. Never understood how our government was so stupid to allow it to be built on that hugh hill while our embassy in Moscoe is as low as you can get. Plus it had so many bugs in it (that's what happens when you use local help on the cheap) that the US abandonded it.

On a different note while working on a NYCEMS bus back in the early 80's we got a call to that embassy on the hill, we got within a few blocks of it and were cancelled, but all of a sudden a unmarked black Plymouth cut us off and wanted to know what was going on. As has been said they spy we spy.

Default tactics

Since our Naval vessel in the black sea was dangerously buzzed by Russian air force
It would be appropriate for Trump order our air force to Buzz this Russian pos vessle just the same.

Damn I wish I lived near the coast to try to pick something up! Even a scrambled signal would be awesome. LOL.

It's a game of catch me ( signals ) if you can. Knowing they are so close to us, they don't transmit so we can't hear and we don't talk so they can't hear us. I'm not worried about what I know is out there, I'm worried about what I don't know that is already here.

Yes reminds me of old days 'The Russians are Coming" LOL
Was talking to offshore fisherman friend and he mentioned old days 1970's of always seeing'
Russian trawler offshore in Del/Md areas..
Remember we just recently shut down a couple of their listening posts/vacation consulates in Maryland and Long Island.. Maybe they are looking for some fills..
Probably scanning cell phone towers..

For the media.. In the words of Sgt Hulka.. :"Lighten up Francis"

Funny you mention our vessels near Russian air space, those are probably the one's we and they know about, and not the one's we don't, and it could be even a distraction.
Back in the late 70's when we were still in Cold War 1, I was working during the summer for a Marine supply company and we were doing installs of radar,VHF radio etc as a subcontractor at Directors boat yard in Mammaroneck NY. We were a little behind in our work so we were doing overtime on Saturday and Sunday's. One weekend we showed up and noticed that there were still a lot of empty holes in the control panels on the bridge, also that the vessel was painted back that day as opposed to white the day before. On Sunday we go back and the vessel is white again, and some of those holes were filled with equipment that was covered over. About this time a Naval officer shows up and wanted to know why we were on board, we told him and he grumbled off.
The boat was supposed to be listed as a private vessel, so why was a Naval officer on board on a Sunday? Some speculation by the workers was that it was US Govt issue considering it had duplicate everything, 2 radars, 2 VHF radios 2 HF radios 2 depth sounder etc, and on top of that 2 extremely large Cat diesel generators. More than what would be necessary for a fishing vessel. As far as the paint, there were Naval personnel there all day am night when they were spraying what was described as a very thick black paint. which was covered over again late Saturday night.
I don't know if we had radar absorbing paint back then, but that's my guess. To this day I say I might have worked on a CIA spy ship built right here in N.Y. not Norfolk VA or Miss where I am sure there are spy's looking for that type on intel. Having peered in a few places that had current generation spy receivers, if it radiates someone will hear it.

On the current issue at hand I'd say it was a tit for tat going on. Especially with the loss of their listening posts on L.I.and other places.

Speculation on everyone's part. The true mission of th Russians is to disrupt Amateur communications specifically on 20 Meters SSB. They play music, use CB noisemakers, make rude comments and generally create radio KAOS. You can actually hear it for yourself just listen to 14.313KHz.
