How will Pro-160 perform on Ramsey County's ARMER system?

I want to get a Pro-160 because its only $99. It says on radio reference wiki that the 160 supports rebanding. But I called radio shack to see if they have any in stock and the guy told me that I wont be able to listen to law enforcement with this scanner. And that i will need to get the Pro-197 which i'm not gonna pay $500 bucks for. So does 160 work with Ramsey's armer or is the guy at radio shack wrong?

he's right that is all digital stuff and the that scanner does not decode a digital signal.
