Default Reception Question

During the day time hours and evening I get great reception on my 2096 scanner..I mean i can get almost every talkgroup around the whole twin cities using my wilson 800 mhz yagi 14 db outside antenna But around 9:30 and 10:00 pm The reception is broken up alot..especially for Ramsey Co Sheriff and Ramsey Co Fire Talkgroups...Does anyone else have this same issue?

Street light?

I know it sounds stupid, but i can be in my shack in the basement with no windows, and tell you exactly when it gets dark enough for the street lights to come on. But usually after they have warmed up, 3-4 minutes, the noise fades and its back to normal here.

If it continues have a look around, see any street lights blinking, turning on and off every minute or so, or one that looks like its off color or not as bright? Could be a bad bulb or ballast causing noise and hurting your reception.

And it could be something else but i just thought with the time you mentioned......
