Default NEWB with BCD396T

I just recieved my BCD396T scanner. My last scanner was a uniden from about 1995. I finally decided to get back into it and now I am having problems programming.
I am using Proscan (trial) with a membership to RadioReference to program my Scanner. One problem I am having, Programing ARMER into the scanner. From what it looks like ARMER just about covers everything. when I try to import it says "multiple sites selected for a single site scanner"
I just downloaded the Hennepin county group and I still pick up nothing. I have been playing with this scanner for several days now, and havnt picked up one emergancy response channel.

I figures out part of the problem, I still cant load all ARMER channels but the ones I did load are actually scanning now. The only thing I wonder is why I dont get anything from Bloomington (where I live) but I recieve st paul, and North Metro Channels, 10-20 miles away.
Any Ideas? Thanks

Sounds like you are probably scannig the wrong control channel frequencies. For Bloomington you will want to use the Hennepin East control channels. Also make sure you have the correct talkgroup information. I've never used the download function from the RR database so I don't know exactly what you get in that download. I've also never used Proscan but maybe someone who does use it has a file they can send you.
