Default 46.480 Eden Prairie Fire

I heard EP Fire for the first time today on 46.480. I see it was reported in the Skip / Tropo listing within the last month as well. Anyone know what / why they use this freq ? Is it their pager freq ? I could hear all of the fire traffic this morning, crisp and clear.
