Default bloomington and surounding PD's/EMC's

I am new to digital scanning, and have tried to do as much reaserch on the internet to figure this out. But I have not yet been able to pick up Bloomington PD Dispatch. I live in bloomington, so I would like to program my scanner to pick up all South Metro PD/911/Fire/Med. I have used 4 different programs to set up the scanner but the only thing that seems to work is the file I paid for from Action Radio, but I only get Carver Co. stuff.
Anyone else have problems programming south metro?
I would greatly appreciate any help, I have been trying for months to get bloomington. I dont understand why I can hear things 20 miles away but cant hear things in my own city.
Right now I have bloomington programmed on both the East and West Henn Talk groups, but still nothing.

A couple of quick questions:
What scanner do you have?
Who all do you want to hear?
What Control channels are you currently using ?

Bloomington PD is their own dispatch center still and has their own talkgroups.

If I remember correctly the talkgroups should all come off of both the east and west Hennepin sub-Systems.

Check your talkgroup ID's carefully and make sure that you have them entered. I could not hear Woodbury for a while until I relized I was one digit short in the talkgroup ID

I have the bcd396t and have used proscan/freescan/uniden software to program to scanner.
I import the ARMER system data from RR and plug it into the scanner that way.
When I go scroll to Bloomington all I get is Finding control chanel. Im sure all my TGID, and feq's are good because they were imported from RR, i just dont think I have it programmed/organized correctly.

What I would like programmed are Bloomington/richfield/burnsville/eagan/eden prarie/Minneapolis/st paul--PD's/911/EMS/Fire
Any help would be appreciated.


If I can get those working, then I can get others like Airport police/MAC/Mesaba operations.

Well you got a whole slug of agencies on different systems. Let me help sort them out for you:
Bloomington - Henn subsystem, own talkgroups due to own dispatch
Richfield - Henn subsystem, own talkgroups due to own dispatch
Burnsville/Eagan - Dakota Sub-sys, disaptch by Dakota Co so a combo of countywide and some city tac tkgrps
Minneapolis - Own susb-sys, own talkgroups due to own disaptch
St Paul - Ramsey Sub-sys, dispatched by Ramsey Co same thing like Burnsville/Eagan

thanks for the info. i will try to figure out how to organize it all in the scanner. when i go into program system, do i program within henn co. or do i program it seperatly? if that makes any sense.
