Agreed, a Pro-106 on sale is probably the best bang for your buck on a new handheld digital trunking scanner. You could probably find a used Pro-96 for much less, but the performance and the feature set on the Pro-106 makes it absolutely worth it.
Whichever one you buy, make sure it does digital trunking. Lots of scanners will receive the 800MHz band, only a handful will decode the digital signal. You would be wise to spend a little time reading in this section of the wiki:
