Default Federal Medical Center Rochester MN

I'm programming my PRO-2096 for Federal Medical Center Rochester MN. It's the Motorola Smart II

I have the base freq and offset in, along with the freqs and talk groups. I have it set to FM but getting nothing. Anyone else have suggestions?

they rotate control channels every 24 hours, so you have to have the base and offset figured out for every control channel frequency. Federal Prision systems are a real pain in the butt. I generally found that just scanning the frequencies in conventional mode was the easiest way to listen.
