From the data in the database, you'll need to have a digital scanner to receive the St. Louis PD system since it's P25 digital system Scanner Frequencies: St. Louis Metropolitan Police Department (P25) Trunking System, St. Louis, Missouri
I don't see where they do any encryption so you should be OK with a digital scanner such as the GRE PSR 500 or PSR 600, the Radio Shack Pro 106 or Pro 197, or the Uniden BCD 996 or BCD396. See here for more info on the digital trunking scanners Category igital Scanners - The RadioReference Wiki
Please note that if any transmissions are encrypted, these will not legally be received by the scanners.
Please note that the smily face in the URL is just because it contains the codes that cause it to be displayed that way ( : followed by D ). The link appears to work anyway. It does look wierd though, I'll admit.

From What I'm Seeing On What You're Describing And From This Link On Where You Said It Was: > St. Louis County, Missouri (MO) Scanner Frequencies and Radio Frequency Reference, < It appears you are right, They are on MURS Channels, Otherwise it will be full VHF High channels if not, Either way, All of these can be monitored from a regular old scanner from radio shack etc. But as n5ims said, if it's encrypted, Legally you will not be able to monitor it due to Law. Hope This Helps.

Brian,
I spend the night in a motel in or near St Louis every year in late May going to and from a reunion. They will need one of the scanners listed in post by n5ims, though the Pros 96/2096 will work also. My last trip through was with GRE 500 & 600. Getting ready to return in 3 1/2 weeks with same scanners and they do the job perfectly. She can follow his traffic at will.

Ok, I was just going by the area description that he gave on what was listed. No matter what he needs, Always good to have more than needed just in case :-) Whereas if it IS only an analog needed, Good to have digital just incase. They only thing I saw that was digital was St. Louis City, He was describing MURS channels which matched up and were VHF. That's why I was suggesting that, If that's what he needs then that's what he needs to get, lol
Thanks For The Correction..

They dont use M.U.R.S, they have a centralized dispatch center that handles several departments. The freqs that are used are VHF-Hi. 155.975 is the one used for Pagedale.
