It's very possible you are getting a CC from a whole other site several counties away although it seems you are using an indoor antenna so the chances are slim it is from a far away site.

I'm only about that distance (maybe 12 miles) from an 800 MHz site for the St. Louis City PD.
I only get one bar if lucky with an outdoor antenna like a discone. I must use a 12 element yagi to get enough signal from that site.
Then there is a site in St. Charles county that is even closer to my location. I can barely copy that site. They aim the antennas on the tower nearest my location towards the county or city center and that is not my direction. So I get a very low signal level from that site even though I'm only a few miles distance the way the crow flies.
I don't know what type of antennas the MOSWIN sites are using.
Does anyone have any info on site antennas for the system?
Or is it a mix of omni and directional antennas depending on the site?
If they are directional (I suspect many sites may be), then some users may be screwed if the aim is not directed towards them.
Of course there should be a site that does aim your direction if the nearest site does not.

Ok, if I download Pro96 Com, how does it work?! Just like when I program the scanner with the usb cord, plug it in and go, or what?? Also what scanners does it support, 396XT and 996T??

Yep, it pretty much is almost plug it in and go.
Go into the settings menu on your 396 or 996 and make sure the CC data output is set to normal or extend for the serial port you are using on the radio. I think CC output is off by default.
The program will handle the 396 or 996 as well as the popular GRE 500/600 and radioshack clones. I think even the PSR800.
Look under the Edit / Decode Configuration screen for the settings.
Use the 396 setting even if you are using a 996 etc.
Select the same Com Port that your program cable uses on the same config screen and you should be good to go.
There are a bunch of other settings that you can play around with but the defaults will usually work fine. Be warned that if left running on a live CC for long, you can use up a lot of hard drive space pretty quick.
Then tune your radio to a active CC and let it hold on the channel.
Start Pro96com and click the Read from Radio button in the lower right corner of its main window and if all is set right, you should see something start filling in on the screen.

Try and monitor during the day. You should start hearing a LOT of zone testing occur.
The New Hope site has been on the air for some time now but no official DPS coms yet. Just a LOT of zone testing that occurs every weekday from around 8 AM'ish until almost 5 PM.

Work - have that same problem!
I don't recall hearing testing as soon as the CC had went live but I think it was within just a few days or so before I started hearing it.
I've still not heard any state comm's take place on any of the sites I can hear from my area. Even the sites that went on the air back around July, I don't hear any traffic even during the day other than testing.
I wonder if they get all the sites within a troop up and tested before they start using them?
I have not picked up all sites for Troop C nor do I expect too. Some will simply be to far.
I have picked up at least one site or more for Troop's E, F and I which all amazed me. I was able to copy the CC data for several days on the site's I'd received but some of those sites seem gone today or have a much reduced signal level that is below decoding levels.
I don't know if they adjusted something that reduced the signal here or if it was just exceptional ground wave during the time period I was hearing them. It lasted for several weeks when I was able to decode the CC data and also hear voice testing from the far away counties on the few days I was off work during the voice testing.

Monday morning I picked-up some KCI and NKC TGIDs on MOSWIN. I'm not sure which tower it was. Either the Lawson or Jackson county. Any one monitoring these?

I've been monitoring Dearborn, Massman and Lawson for the past couple weeks....All three have been very active with testers.
The talk groups they use seem to vary from day to day........Monday, they used talk groups 20007 and 20009....They were in Clay county from a couple of the recognizable locations I overheard.
Last week, talk group 20109 was active, which shows as a troop D talk group.
This morning, I'm hearing testers on talk groups 20005, 20007 and 20009
With the exception of 20109, everything I've seen so far conforms to the database.

Not hearing Ray Co anymore, did they switch to p25 Lawson? Will I need BCD996XT or something like it to now monitor? Thanks!

They're still on VHF-High analog......Seems like activity on their channels is really sporadic.
I can't imagine them using cell phones or mobile devices since cell service is non existent in a lot of places.
Just heard them on 154.845 / 023 DCS , simplex at about 10:45 this morning.
I'm pretty sure the Woods Heights repeater on 159.255 / 152 DCS is still good too.
Ray county would be a good candidate to use MOSWIN......That county has pretty rough terrain compared to it's neighboring counties to the west and north. As far as I can tell, they use simplex from the courthouse for everything except the western side which gets coverage from the Wood Heights repeater.

Winston Site still seems like it's power is low. We are now almost a month til the completion date! I'm hoping the Winston Site gets better for me! What else is everyone reporting??

Nothing new here but I don't think I'd count on the completion date being met.
Things like this usually always take longer than planned.
Oh, I did hear actual Troop E traffic last evening on 169.88750.
I can't say what tower they were on though as I was scanning ALL frequencies reported for MOSWIN use and not just the control channels so I don't know if I picked up a direct signal on that freq or if a sites control channel steered me there.
A lot of sites use that freq I think so who knows what site it was coming from.
The trooper I heard was here in St. Louis at Lambert Airport so he could have been linking through the New Hope site which I can copy very well from here.
And I can't even say it was really troop E but that is what the talkgroup ID came back as. It was TG 55 or 56. I was not logging it last night but did today. Today I heard a lot of testing going on with Troop F talkgroups but they were hitting the New Hope tower which also now shows a connection with the Mexico site in addition to the Hannibal site.

Unless another radio in this same talk group were affiliated with the Eagleville site, I would have predicted a land station in Maryville to affiliate with Tarkio, Stanberry or even the Oregon site before Eagleville.

I was up in that area today, and with my mobile APX radio, which is programmed on the system, I only had an RSSI of 58 on the Winston tower in Cameron, which is only about 10 miles or so away from that site. RSSI should be at least double that from that distance.
