Springfield FD Crisis Mode 1?

I have heard our FD go into "Crisis Mode 1" on several occasions, especially when there are several working fires simultaneously in the city. What exactly does this mean, and what are the circumstances that call for it?
Also, is there a higher level, like mode 2 or 3?

Ah thanks! I don't think they're doing the closures anymore at the stations, but that does answer about the crisis modes. I enjoy listening to the fire calls on the scanner, and always try to figure out what the different codes mean.
