Dear Sir:
This letter serves to document the regional approval by the Region 24 800 MHz Regional
Planning Committee (RPC) of three (3) 800 MHz license application(s) as submitted to
Region 24 by Jefferson County 911 on May 24, 2013. The applications consist of (10)
NPSPAC 800 MHz channels coordinated at fifteen (15) RF sites throughout Jefferson
County and are implemented in a dual zone simulcast configuration. The applications
being approved are CAPRAD application numbers CAP002689 and CAP002690
and CAP002691. Region 24 understands that additional applications submitted by
Jefferson County 911 are awaiting final approval within Jefferson County and are
forthcoming.
Region 24 supports these 800 MHz applications as the applicant has provided sufficient
letters of concurrence from co-channel and adjacent channel users and has taken into
account the impact to other systems and agencies in their system implementation, which
is a necessary step in the licensing process. Let me know should any questions arise from
the filing of these applications or if any further clarification is needed from Region 24.

I tried to import the new st. charles simulcast freq and TG, TG come through but no freq. show up at ARC Patrol. Anybody else successful?

You may have to set settings as NOT to have "control channel ONLY".

I thought I read the system I'm Jeff co was cancelled?

At one point not more than a couple months ago, the entire system was cancelled for Jeffco, St. Charles and all but two of the sites in St. Louis county.
All licenses showed as canceled at the FCC.

Now, new licensees have been issued or are pending for the same basic system(s) or sites in each of the three counties. I forget if they are issued or pending and I did not bother looking at the old and new and see if the cancelled frequencies are the same as what is listed on the new active ones or not but I think they were the same. I'm sure it's just a slow growth issue and they may have had to cancel them so they did not get fined for not meeting the buildout deadline. But now with the new licenses or applications, they will have a new buildout deadline that maybe they can meet this time around.
I have no idea if Jeffco has actually built anything but I've heard of construction at at least one of the sites in both St. Charles and St. Louis counties.
I also suspect work will progress faster at STL counties new ECC building since they lost so much when they had the roof leak at Clayton not long ago.

JEFFCO has NOT received a license yet.
These new listings you see are new applications for a license.

0006074944 and 0006074946 are the FCC application numbers which you can search for at the FCC site here: Application Search
The info seen when you look at the applications is subject to change or the entire application could be denied.

The original licenses which had callsigns were cancelled.
Those callsigns are listed here just above the site frequencies: Jefferson County North Simulcast [New 1/14] Site Details (St. Louis Regional Communications (P25))
You can search the FCC site on them and will see they are all cancelled.

I do not know if JEFFCO ever built anything and has a tower with antennas in the air yet or not.
Once they do, I doubt you will hear anything or very little until the summer foliage has grown back in place unless they were able to do some testing under the licenses that were recently cancelled.
I've been told that Motorola will not do site testing until the summer months when the leaves are back on the trees. Leaves and other foliage cause attenuation of signal and what works in the dead of winter may not work in the summer is the reason behind that.
Other vendors may not follow that rule and may put a system online as soon as the license is granted but I don't know that for certain.
I'd think if Motorola is standing behind a contract saying the system will work as designed, they will follow their rules.

I also noticed that one of the new license apps for one of the STL County sites is requesting a frequency that is the current control channel for the Analog system in St. Peters, MO. The St. Peters control channel has a very strong signal here in STL County where the counties application is for.
Not sure how that will work unless they plan on taking the St. Peters analog site off the air and moving them to the new site in St. Charles county when it comes online. Some of the St. Charles sites are also still in the application stage but I have heard that at least one tower is up or is going up. St. Charles county also still has some active licenses from the first go around. Only three were cancelled out that way.

st charles is going to be a bit too, the site that is around the corner from my house that is a key site for the microwave paths to STL county etc etc hasnt even had all the dishes put up yet or even the site equipment

I confirm the same Terry, including all the same frequencies.
I get a decent signal from this site over here in Chesterfield, MO.
I've programmed it as a standard P25 site and as an X2 site in my new 536HP scanner.
So far when I run Pro96com on the control channel with a 996XT as the receiver, I'm not seeing any affiliations at all and the only activity is the CWID that it must be spitting out. I've not tried monitoring the channel the CWID comes over in analog mode but maybe later I will.
I'm leaving it setup to log any talkgroup activity for the P25 system and the X2 system so I should catch anything if they start using it.

I did also notice it carries the same 1CE system ID as Moswin or the St Louis Regional system.
That makes it interesting but also messes up Pro96com if you select Moswin as the system to import new site names from as the site is not listed under Moswin so I must select the St Louis Regional system when I do an import of new site names so it grabs the name you gave it.

I'm also leaving the new (not cancelled) sites frequencies in so I can catch those if they go live. So far, only this new site 2-06 is on the air though.

Good find catching the early stages of this site!!

I'm not up to date on the newer technology. Are those frequencies above basic trunked channels or some form of digital system? I have an older Bearcat 890. Do I need to upgrade or is it even possible to scan them?

Need to upgrade.
This is a P25 System

You will need a Digital (P25) capable Scanner.
And since some of the TGs may end up being TDMA, I would suggest a X2 Capable Digital Scanner.
Besides if you upgrade may as well get something you won't have to upgrade again soon

But not on the new X2\TDMA Talkgroups.
Yesterday when I looked there were no TDMA TGs listed that I remember.

None of the county sites are even on the air yet hence no talkgroups listed either.

Now if the new county system does become a part of the City system, they do have at least two sites with TDMA capability listed. Those 2 sites also show up as TDMA capable in Pro96com.
I myself expect the new county system to be Phase II capable from the get go. Not sure if they will use it as there are a fair amount of Phase I users in the city as well as the Troop C and other local Moswin users already on the sytem(s).
I've been trying to keep an eye on all the new sites listed frequencies and have not heard any BER testing or anything as of yet.

I know some of the new tower sites actually have towers now and of course the old EOC location has existing tower structures that support the counties VHF ops. I think someone mentioned a new tower is up in St. Charles county as well but I do not know about JEFFCO.
I'm only a mile or less from the old EOC location but I could not say if there are any new antennas on any of the towers at that location.

I also noticed a new commercial quality discone on one of the Parkway school districts administrative buildings the other day. That could be for Moswin for all I know or for their own internal comms. They also had a nice and large generator set in place at the same building about a year or less back.

I think things will be changing fast here in STL county.

I was waiting for someone more familiar with this system to come on here.

At the same time I wasn't willing to recommend something which may not work on some of the TGs in the future.
