How about The Carriage House Assisted Living in St Charles? Could be radios that are used at the site with medical, landscaping, transportation people etc. Friendship Village South uses a bunch of radios with different channels for daily use.

Usually the big guys like Warner would put them on one of their higher power repeaters if they are providing the license but not getting a signal here makes me think this is pure simplex or low power with a low antenna.
OP, have you tried monitoring what should be the input on 457.650?
That may give you a clue if they are really close to your home QTH.

I did actually hear faint but very weak analog voice since my earlier post this evening. It was not strong enough to make anything out though so I'm still clueless on this one.
It also appeared to be wideband as that is the mode I picked up analog in on an R9000. Could not hear any signal when I switched over to narrowband but that is not really a good test with the signal being so weak. I did have enough signal to verify that 452.650 was the center frequency though.
I take that back, after tuning with an R8500 and R2500, the signal does appear to be narrowband if it is the same signal.
Having a hard time posting, the forums appear to be having slow access issues again.
