Many dispatch center either do not have the capabilty to monitor sheriffs net, or they
have the capabilty and the volume is turned down so they are not bothered by the
crap that is on the channel.
Also, many mobiles are in the same state - 155.73 gets locked out of scan, or they do not have high band capable radios in their vehicles.
In addition to the garbage instate - there are so many different types of agencies on that frequncy out of state, that the channel has become largely unusable.
