Libby Control Room ?

Hi Scanner Listeners

My scanner ( new Uniden BCT15 ) stopped on this frequency while searching for frequencies, ( 163.4125 PL 118.8 ). Was wondering if anyone in Libby, MT knew what this is. The person who was talking said quote " Libby Control Room to 24 ". In the process of programming my scanner and would like to include this if I knew what it was. Could be an image frequency of the actual frequency, maybe.

Maybe the Army Corps of Engineers at the Libby Dam?
