Default Motorola JT 1000

I have this frequency as the RX 154.87500 TX 155.67000 173.8PL. This is my agency.
when transmit it comes over the frequency 155.6700 (another dept. freq). I used a scanner to test this. I want it to go through the repeater and go over 154.87500. I tried the PL code, and I tried other codes, no matter what code i put in it still comes over 155.6700. am i doing something wrong?

If you have 155.670 as the TX, thats whats going to be transmitted when you key up, therefore, your scanner will pick this freq up.

No, no programming key? I input the freqs myself didnt need a key. yes i pushed blue button after input freq's. when i key up tho shouldnt the scanner also pick up 154.87500 since this is the output of the repeater?

No.. you are going to get the input on your scanner. Unless you are hitting the repeater you wont hear it on the output.

And THIS is why the FCC doesn't want end users programming radios...

If you really do work for the Mahoning County Sheriff, then bring the radio to the person in charge of radios and ask for assistance. It's just a bit odd that you would turn to a website like this for help instead of going right to the source if you actually are an authorized user with an approved/sanctioned radio.

Just take it to your radio shop. Since you work there, they shouldn't have any problem programming it!
