As noted, firmware is updated usually to fix bugs that are found by end users. Sometimes new features are added but nothing major. That would normally call for a new flash upgrade for big feature changes.

I don't have anything specifically for 09.00.00

For R12 the following were added:
Support for Federal Signal Siren/PA model SS2000-SM
Conventional Encrypted POP25
Unacknowledged Data Transmit introduced
Preset Zone and Channel Enable
Zone Up/Down and Channel Up/Down on Menu
Advanced Noise Suppression
Mobile High Deviation Transmit
Tactical Selective Radio Inhibit
XTS2500 support of Fireground On-Scene
XTS1500 support of ADP software encryption
XTS1500 support of Channel Announcement
XTL1500 support of Silent Emergency
Additional channel support for XTS/XTL5000/2500/1500 and MT1500 radios

12.00.13 was just fixes

R13.00.00 is now current for Astro25 firmware.

The biggest issue with the move from R09 to R12 would be the affect on FPP. R09 was the last to allow Q52 only FPP, anything later then that will also require Q53. You CAN NOT program a R09, Q52 only, radio with CPS newer then R09 or you will lose the FPP function on the radio and it cannot be restored.

If you are a member of the Batboard, there is a complete list of Astro25 firware release history there in the Astro subfourm.

R9 firmware is the last version that supports FPP in a radio that has both trunking and conventional capability. This is not an issue for most people but if your radio has trunking and FPP, you will lose your FPP functionality if the radio is upgraded past R9 firmware.
