If you have the CPS for your radio, the definition is in the Help file.

I don't have that particular CPS, but here is the definition from the Pro Series Help file:

Sticky Permanent Monitor Mode

Sticky Permanent Monitor Mode occurs when holding the short-press Monitor Button for a Long Press duration. Once the long-press occurs, the radio remains in Monitor Mode until the Monitor Button is short pressed. Initiating Emergency Mode, Phone Mode, Scan Mode, or a Radio Call will also cancel Sticky Permanent Monitor mode.
This feature only applies for channels capable of Conventional Dispatch.

I don't find a lot of need for it, but since it disables PL, there might be situations where you're sharing the channel with multiple users with multiple PL's and don't want to step on anyone when you transmit. That might occur on a shared commercial repeater.

All of my usage is on public safety channels with one common PL for all or CSQ on the Rx side. Sticky Permanent Monitor isn't of much use for that. Others may have different points of view on this.
