You're very confused.
Your XTS3000 already has a vocoder board. But it has nothing to do with encryption.
If you would like to use encryption, you may need a Universal Cryptographic Module (UCM). Have you checked to see if it's already installed? If not, they're all over eBay. Don't pay more than $100 for a DES-OFB/DES-XL R03.xx module. $150-160 if it's a tri-algorithm DES-OFB/DES-XL/AES-256 UCM.
Enabling the UCM will not allow you to TX encrypted. You will need a Key Variable Loader (KVL) to load key variable(s) into the radio. The KVL must be capable of loading the same algorithm present in the UCM.
A cheap DES KVL is the T3011DX. Slightly higher-end with ASTRO25/CKR support/capability is the KVL3000. The fat cat is the KVL3000 Plus. Do some searching/Googling/reading before investing money or programming the radios,
