I hate to be "that guy" brother but using Windows XP virtual mode on my laptop running 64 Bit Win 7 I have been able to read/write to MTS 2000s no problem:
I've also seen people brick these radios doing that. Glad it worked out for you Marshal. I am just trying to give the factory advice which is what the manufacturer says. For the benefit of others who may be new and dabbling with these radios for the first time, check out the CPS Read.Me file:

Without the virtual machine/may not work/may brick your radio configuration, out of the box MTS/MCS/Astro Saber/Spectra CPS will not run in a native Winxx 64 bit environment to read or write radios. While folks like you and I who do this for a living have work arounds, most novices who just bought their Ebay special and have little experience may wind up with serious butt hurt and may not have the tools or the talent to recover.
Just trying to give the proper advice. I am sure you will concur.
I feel for ya. I had a few hundred on our system when we were still 4.1 but since we have converted to full P25 on all 24 channels all of the MTS 2000s are boxed up waiting to be approved to be sold on GovDeals.
Feels good to only have XTS/XTL/APX to worry about
We still have a few dozen in service and hundreds lying around. I have been using the better looking ones for special events. We are finally going to sunset our 26 year old Smartnet 3.xx simulcast before the end of the year. We went from that to 7.13. It sure is a different world in Astro 25 land but I like it. The majority of our fleet are XTS/XTL with some APX radios by brass and tech staff (like me). But that too will be changing.
Being a part of and involved in this project has been an eye opening experience for me, and a tremendous learning adventure too.
One big chunk at a time. And these are expensive chunks!
