Default Philadelphia system on 220MHz

Some time back while at my daughter's home in Phily I tried monitoring the Rush Netwprk system on 220. At that time I heard no activity. Does any one know if this system is active? I just picked up a used F-Trunk unit and would like to test it out and run it on the Rush system. I understand that I can use a recorded audio signal to test the unit and also do some decoding. Anyone in Phily monitor this system?
