Unhappy Digital scanner and OPD

I want to listen to Omaha police and have a RS Pro95 dual trunking scanner. I'm told that this scanner will not work because it is not digital. Does this sound right?

Expect to spend around $450-$500 for a new Scanner.
I would not buy a 396 or Pro-96 new, those are older scanners.

You might be able to find a 396t or Pro-96 used for about $300.
