Question Offutt APCO

I purchased a GRE PSR-500. Monitoring OPD and Fire is great. However, the Offutt system is just mainly a silent signal. I remember this vaguely in the past with other scanners.

I'm using the Win500 software to program the psr500...what should I do? Is it scrambled? Sometimes maintenance pops up, but sounds garbled.
Also, still trying to decipher the win500 software...a bit complex but working.

Any other tips from other PSR-500 radio listeners? I like this radio...also using it as a backup receiver when I go flying.

Thanks,
John

Yes Offutt is full encryption. While the air show was in town, I was monitoring Offutt, hoping to get voice, but nothing but tons of buzz-saw encryption noise.
