Omaha PD Old UHF

I am hear either data or digital voice on 460.150 old channel 2 with PL127.3. I want to say it is voice not data. There are some long transmision, longer than a minute, and really short, one second.
Anyone have a clue who is using it?

Mobile data terminals.

The data is encrypted, so there is nothing to see.

Probably Omaha police. I can't believe they are buying this instead of new cruisers.

That is MOSCAD. It is controls fie stations doors and other inputs. Mobile data is 700 mhz.
