Graffiti units are responsible for documenting, photographing and removing gang-related graffiti. if they catch someone tagging they cross-reference with the book to see what other "tags" they have made, and charge them with crimes accordingly. Most taggers use similar tags, so using a database has become very effective in prosecuting these punks.
