Default Nellis NNSA System

I am looking for some guidance with programming my 396xt with the Nellis NNSA 400 Trunked System. I do not have my ARC software with me so I am having to manually program. I have been trying to build the system as a Moto system. When I get to the band plan it asks for both lower and upper frequencies then asks for polarity. If someone could step through it with me, I'd greatly appreciate it. One of the questions I have is do you have to program all the sites and frequencies you want before you program the 1 and 2 band plans?

Ok, first line Low 380 high 710 offset 380 base freq 406.1 step 12.5
then second line low 710 high 759 offset 710 base freq 410.5 step 25.0
I use gre psr500 so the xt models I'm not all that sure. Best guess polarity is +
If you are in Las Vegas you can jump over to AES Las Vegas AES Home page and they can help.
try that and see if it works.
