Humboldt Co. encrypted?

on 12-14-12 I turned on my PRO-94 scanner and the channels I usually hear police/ems on is static when the channel is being used. dose any one have info on this? All other channels(Trunking/Air) work fine.

From what the FCC website says ULS Application - Public Safety Pool, Conventional - 0005428600 - HUMBOLDT, COUNTY OF - Frequency Summary it says 8K10F1W in the emissions data and on this site Emission Designator - The RadioReference Wiki it says 8K10F1W P25 Phase II subscriber units (Harmonized Continuous Phase Modulation - H-CPM) so its some kind of Digital and your Pro 94 is Analog only, and honestly I dont know what that means, I just know its digital, so Im not sure a scanner can monitor it. Someone else with have to answer that. LOVE AND BLESSINGS

Thanks for the info. so this gives me another reason to buy me a new scanner. I'v had this one a long time and if they are all going digital so should I. Thanks again..
