LTR trunking system

Is anyone aware of an LTR system in Vegas that uses 451.6875? I have been unable to find a system using this frequency either in the Feb 2006 edition of the Southern Nevada Scanner guide or on the web, including www.jts203.com. (This is a great site and I highly recommend it). The FCC search page shows the frequency is licensed to person named Susainathan who has a bunch of freqs here in town.

Presently, I'm hearing either bus or limo traiffic on this frequency.

From what you have said this is probably a system that provides contract communications to a variety of users. On 800 MHz such an operation was known as an SMR system. Users often pay a fee to the service provider based upon their usage for a given time period or a flat fee per month. Some casinos and hotels have been found on these types of systems but are not as common now than in the past.
