Default Dover NH Police Frequency

The city of Dover NH police department is using a frequency of 151.0625 and I can hear the person at the police station with no problem. I can only hear a very loud hum and a hiss noise when the officer in his vehicle speaks. Why? Happens with every transmission I pick up.
