To add to what countryboy said, all or most Monmouth County municipalities have capabilities on it. It's also used for county to contact municipalities within the county for official business, and also for broadcast of MOCIB and other messages.

On a side note, is it me, or is the interference atrocious on this channel? I cannot even program it into scanners without DPL/PL capabilities. Just sounds like open squelch all the time.

No, it's not just you. Typical Low-Band. The Hotline is useful but on Low band simplex you need to be in a good location to hear both sides even though it all base stations operating. When M/C puts out a MOCIB they usually simulcast on County Car, Hotline & Spen 1. The Hotline is usually for County to town comms or vice-versa, it's faster than the phone.
My work uses 3 Low Band frequencies, all simplex. 1 with DPL, 1 with CTCSS and 1 with nothing. It's always fun.
