Question What does this mean in Camden?

I've been listening to Camden for a bit, and I've noticed that every now and then the dispatcher or sergeant tells the officers to switch to channel 4 - or sometimes 3 or 5. At one instance, the dispatcher got irritated when the officer continued to question her for information and she kept telling him firmly to switch to channel 4.

I'm assuming these channels are the encrypted channels in the system. Would I likely be right?
