Exclamation FCC Database

Does anybody know what the Eligibility Title means in the FCC's database? For Example, when it says 90.35a - Local Government Entity, K-12 Public School. Radio used for clock Transmitter. What kind of operation would be used for a Radio used in a clock transmitter? Has anybody ever heard of something like this before? Thanks In Advance

I haven't dug into those licenses for a while but when I first started seeing them I would find one or two low-power transmitters plus dozens or hundreds of paging receivers listed, with data emissions.

The eligibility notes reference Title 47 Part 90 of the CFR, which are FCC regulations. These references are usually pretty vague; this one is no exception as 90.35a seems to be general eligibility requirements for the industrial/business pool. 90.35a2 would have narrowed it down to an educational, philanthropic, or ecclesiastical user (which is to say, not by much).
