Default Warren County PD Encrypted Channel

Was reading the news on lehighvalleylive.com today and stumbled upon this. Warren County is adding a encrypted channel for "sensitive situations". My question is they do not operate on a trunked or digital system. Is that even possible with such a system?

As far as I remember, the info that nosoup4u posted a while back (link to an official Warren County Communications PDF), it's an ASTRO simplex VHF channel (all radios recently bought by the county were XTS/XTL 2500's).
