Question Bridgeton City Police, NJ

Is their anybody in Extreme South Jersey that listens to Bridgeton City Police, NJ? If so, what does it mean when they say "Somebody is Code 88"? Looked at their list of radio codes, and code 88 means MDT terminal is down? But that is not what they are referring to? Anybody have any ideas to what they mean??? Has anybody heard when NJSP will be going to full digital transmissions? I have also observed that the NJSP tower in Bridgeton, NJ (Carll's Corner) and the tower in Woodstown, NJ (across from Cowtown) has some sort of cellular antenna on them?!!! Anybody know which cell company it is? Paying rent to the "People's Republic of NJ" Hopefully that rent will lower the high cost of property taxes in NJ???
