That's because uncontrolled airports are just that, no tower, no approach or departure or ground control either.

They don't switch to it, they use it since that's all the airport has.
BTW, beware of those banner towing cowboys, I witnessed some awfully close calls with all the horsing around over Point Beach. When they're not running the beach they're crop dusting, thankfully they're not tanked up with bug spray if one crashes in the middle of town like I saw nearly happen last summer.
Now if you want to see something really spectacular not stupid check them learning aerobatics over the mouth of the Manasquan Inlet sometime. Hey, an air show you don't have to pay for! Best viewed from the Manasquan side though, there you're practically right under them. Stick around for the power boat races, nothing like the roar of a 1200HP engine going by in a flash. Oh, there's a boat under it and they can be heard on marine frequencies, bring your portable but wear an earbud and keep it in your pocket. While not all that likely you can get hassled, they're illegal these days.
