Welcome to ABQ! This should be the only time they reband. The two other EDACS systems should switch soon.

I moved my freqs down 15 and left them in the same LCN order. So far I am hearing dispatch traffic, but don't know for sure the LCN is correct.

The rebanding is being done to eliminate interference caused by the Nextel cell phone system. There is a lot of history here and it is impossible to cover it in one post or thread. Here is a quick synopsis:

Due to a number of reasons Nextel's frequencies were sandwiched into public safety frequencies and were causing interference problems on public safety radio systems in the 800 MHz band. The FCC decided that the sandwiching would be eliminated so that Nextel would be in one portion of the 800 MHz band and public safety would be in another. Since Nextel was causing the interference they have to pay the cost of the public safety systems move to new frequencies.

This rebanding is being done per a plan agreed to by the FCC and Nextel. It is being done region by region with each region having a time frame in terms of years when the rebanding will be done.

Only the most current radios are capable of changing to the rebanded public safety frequencies. This will leave out such radios as the PRO-96 and some Uniden models. The newer models can be reconfigured by downloading firmware updates on the Internet. The frequency plan for rebanding was not developed until shortly before the effort was to start so the newest model radios such as the GRE PSR-500/600 scanners were loaded with firmware that was the best guess at the time. Firmware updates have been provided as the rebanding process has continued and I'm not sure we have seen the last of the changes.

That is all of the top of my head making it possible I may have made some small errors in my explanation but I've covered the basics of the process. There are websites devoted to this subject. A very good place to read up on rebanding is on the Radio Reference Wiki that you can access on one of the tabs in the header of the RR screens.

As long as you only lowered the frequencies down 15mhz, it should work. The order has not changed.

I don't listen to the city services system, but I will advise when the county system switches.

Yeah, that's what I did. Was easier to do it that way manually on my PRO 2067 in the truck. Checked the FCC license data and saw they were exactly the same -15 MHz.
