Keep in mind not every transmission is on the duplex dispatch may call on the duplex VHF but officers may chooseto reply back on the state car, NMSP F4, or other channel. The scan lists for the NMSP radio is at the default drop. Why most of the time youll hear them say 834 to Mary 233 on vlaw32, state car, local, etc. so they know what channel to reply on. The newer setups are connected to the MDT and it will allow the channels to be replied on and displays what your on or what last channel the audio came in on. Even if NMSP was to go to a DVRS 700mhz it would be like the past where half the fleet is using the DVRS 700mhz while the rest are still UHF VRS. Gotta love budget crunching. Here is photos showing the different handhelds some have.

If you do other searches it will show various hand helds used depending on what district it is.
I found one thing in the first picture. The officer looks like he is wearing a wildland firefighter/forester type boot, which typically have the under slung heal portion of the sole.

The third picture shows a different colored car and the officer wearing a "Smokey" hat. Additionally there isn't a side stripe on his pants. I can't quite see the shoulder patch but it looks different than the white triangle patch of the state police. Could this be a Motor Transportation Police officer?

I don't recall the Motor Transportation Police when I lived in New Mexico in the late 70's and early 80's. They may have existed then, but without the Internet information was more difficult to come by and I probably never saw one of their units on the highway. What radio system do they use? Do they use the NMSP system or do they have one of their own?

There is some tower work being done here in ABQ on state tower off I25. Have not heard anything new on dispatch channel here in ABQ. I did see some new state patrol cars they don't have the sat. domes on them.

District 7 and 8 were testing very lightly the same day in P25 but not that long. The dispatcher did however in 7 reply back to a unit in digital and the unit could not hear him and another got on hearing him telling the dispatch "your in digital" then the dispatch got on in analog. I noticed the units without the old domes are equipped down here anyway with 2 digital stubs and notice one had something on the front dash that resembled a xm antenna. Not sure if the officer had a xm music radio or it was a newer sat deal. but I noticed they all have VHF antennas for local programming and NMSP comms along with newer units rolling out with nothing but one VHF antenna, the UHF vrs antenna and 2 Digital stub mounts. I have heard for some time they planned to redo the communications and modernize it but its been talk for years. I know there rollign new units out, the Taures, Chargers, and the Ford Interceptor suv with kenwood mobiles capable of p25 and the kenwood digital format and analog comms. I noticed too 8 and 7 are runnign on district local channels not the full district channel. When they fully use local district comms, like in the databse santa fe has a district district in and out and a local district in and out which are diff you can monitor the duplex on local clearly in analog. I know the NMSP line up is all the same so Gallups district may be Hobbs local district etc. Ill have to dig around this weekend and see if any new licenses have been granted or anything. Seems most of NM is sticking to VHF besides Las Cruces Police, Alb, Lea county local law. Every one else is VHF other then Los Alamos being on the LANL trunk and some old UHF coventional channels on side Idk if they still use the conventional side there. But seems the state isnt getting into any trunked networks prob due to the terrain and cost and no ones really bought the salesmans bs pitch yet.

With the current setup though I suggest plugging in all the NMSP freqs listed in the db so when you travel as they tend to sometimes use freqs whichever. Then you also would prob hear them and find your local district in and out duplex. A typical district district in and out would be like dispatcher: soccorro 183 whats your location? unit 183: Socorro Im on i40 Near etc then when the localized district is used typically diff in and out hed say, dispatcher: Socorro 183 on local whats your 20? I know the older radios were 32 channel radios and all the state districts were in it. A non fact true exampke here is they kinda use say what Farmington district uses for district would be used two other places across the state. Funny old way and setup thats been used overtime but it has worked. Like one said before it would be nice if they had p25. When I heard them dispatching for little bit on the duplex out testing or playing with p25 and techs replying p25 on the in duplex I nearly had a drooling mouth thinking holy cow no way. The comms during that were clear. I do hope its not just them playing with it seeing what it does and there actually getting the grant license to run p25 later in clear. Would be very nice.

Just keep in mind its a duplex setup so the RX frequency listed is the dispatch out and the TX freq in the database is the units TX in. Looks good just make sure you have the Transmit freqs to go along with the all the RX but looks like you got it all I believe. Oh if you monitor the VRS portables 460.150 and a unit nearby has his extender on youll hear his scan list rolling over to his portable so if his mobile in the unit the VHF has local channels hes monitoring youll hear his scanlist over the portable VRS 460.150 if your near him about mile or two the most in good conditions.
