Unless it's simple voice inversion (very uncommon these days, and there were kits available for this), the answer is generally no. 73 Mike

I think the word "scramble" is too generic, as it could mean several different things.

You ask is there a way? LOL. The answer is yes otherwise the intended receiver would not be able to "descramble" the transmission.

I find two main methods in use in my area these days. One is digital encryption, which law forbids us to de-encrypt. The other is voice inversion, which is used on analog signals. What happens is the audio signal is mixed with a "tone" of about 4Khz to get sums and differences. The upper frequencies (sums) are filtered, leaving the differences. The process is reversed on the receiving end. There are both hardware circuits and software out there to perform this. However, some people say it is illegal to use them.

Several years ago Don Noble Electronics used to market the DNE 12's they worked pretty well with single inversion scrambling, but I haven't seen any around for awhile. I think Ramsey had a kit unit as well.
