From the database, it looks like the public service agencies for the City of Lexington and for Davidson County are still monitorable on an analog scanner. If you want to be able to listen to the state VIPER system, you're going to need a digital scanner which will more than double the cost.
You might want to take a look at the database to see what you'd be missing if you only had analog. I'd also suggest that you post in the N.C. forum since it's possible that there are planned changes that someone there would know about. You wouldn't want to buy an analog scanner and then have the city and county switch to a new digital system the following week.
