Default RS Pro-106 Scanner Problem Picking up Channels

This is my first digital scanner. Using the Radioshack software that came with USB cable #20-546. I downloaded the talkgroups and trunk system from Radio Reference website for Philadelphia Police and Fire Departments. Then I uploaded that information to RS Pro-106 to scan list 1. No problems. After the scanner restarts I hit the scan button it scans number "1" with no error messages No other numbers on the display except the number "1" as there are no other frequencies, talkgroups, trunks ect. in any other scan list. However it does not pick up any channels. I live within 1 mile of a Philadelphia Police and Fire broadcast tower and scanner shows it is receiving a strong signal. Does anyone know why the scanner will not pick up any channels? Thanks in advance for your help.

How is the squelch adjusted? Did you do something with the attenuator? Either way get the easier to read manual you will figure out what happened. Good luck!!!!

All of the talkgroups are in scan list 1. If I press "1" while its scanning it stops and says "Nothing Enabled".

Also while its scanning the "T" is blinking. Does that mean anything?

Bars after the "S" ? All of them. As I said I live less than 1 mile from a Philadelphia Police and Fire broadcast tower. Also a steady "G" to the left of the "S"

I looked at the database and it shows Project 25 Phase II, I don't think the pro 106 will decode Phase II systems.

When I search Public Safety it does receive Philadelphia transmissions. They come up as conventional objects P25 1E1.

Here is the one I looked at Philadelphia (Project 25) Trunking System, Philadelphia, Pennsylvania - Scanner Frequencies

I was on both of those pages. I downloaded and uploaded the Project 25 to scanner it was the only choice for download. Earlier today the scanner was picking up transmissions from the upload then it stopped. So I don't know if there is some kind of manual adjustment I can do to get it working again.

I think we are going to have to call in the BIG guns on this one, One other thing is the G, press FUNC then ATT to turn it off and see what happens.

I turned off the "G" per your instructions and its still scanning w/o picking up any channels.

rjm, while scanning press "MAN" , then try to press "PGM" then "F2"(Edit) then "F2"(Current)
your should see the cursor flashing after "Scan Lists" if so press the "down arrow" and "select" keys
Now the top line heading should read "Trunking Systems" and the cursor should be flashing after "type"
Is your mode type set to "P25 Auto" ? If not maybe toggle that option by stepping through the right arrow key
until you do see the "P25 Auto" type of "TSYS" (Trunking System) then press "F1" key twice to save changes.
Now for the big test or the big fail ? It's time to press the "SCAN" key to scan what you have programmed.
Also many sure you have Scanlist 1 enabled or else you will see "Nothing Enabled".

In lQQking at those system links for your Philadelphia Co, PA you would need a GRE PSR-800 w/ updates for P25 TDMA Phase II
so your trusty Pro-106 cannot track this new type of trunking system. Is this the system you currently have loaded with ARC500 ?

I say try to program in your other digital Philadelphia Co, PA 800 Mhz P25 Smartzone Phase I system into a different scanlists:
BIG NOTE: When I see freqs like 866.xxxx to 868.xxxx it makes me wonder about if your system has been or will be rebanded
down 15 Mhz to 851.xxxx to 853.xxxx frequency ranges ? Tell Everyone which P25 TSYS that you have programmed in
and are seeming to get plenty of signal strength ... ps remember the "T" you do see while your scanner says "Scanning" 1 etc.

I say enter this system in it's own scanlist like Scanlist 2: and only the FD talk groups for now: ( I do see some "E" encrypted Tac TG's )
001 (1) FD / PW system (Zone-1) 866.28750 866.36250 866.83750 867.06250 867.08750 867.56250 867.58750 867.86250

I say enter this system in it's own scanlist like Scanlist 3: and only the PD talkgroups for now: ( All the PD TG modes just say "D" Hmm)

ps It's a huge learning curve and you need some input from another hobbiest with boots on the ground the in Philadelphia Co, PA.

btw ~ Any as RomeRon also said, some big guns never hurt either Use your Arc500 to help you layout your Catagories/ ie Scanlists.
While your Pro-106 is scanning it wold also lQQk GREat if you text tag labled the Scanlists to match the agencies and their TG's
ex: Scanlist 1 was labeled "Philedelphia FD" and Scanlist 2 was labeled "Philidelphia PD" and you group to fit your interests !
Also, you could really walk on the wild side and have the LED glow red color for FD TG's and blue color for PD TG's etc.
Down here I have my SO TG's in Gold and my Feds in Pink and our Military TG's are in Green and TV Media in White, etc.
Using this scheme, you know in a nano second what type of traffic your scanner is stopped on even if the volume is low, etc.
