I too have been a scanner guy since the 70's and consider myself very technical. That said, I'm not quite sure how I decided to buy the Uniden 396XT in 2009 and 996XT not long after that. I bought both, online from scannermaster.com Painless transactions and they have price protection and maybe still have free shipping.
I swear it was two days before I had even known conventional "channels" coming out the speaker. It takes time.
With free software tools like
FreeSCAN - Sixspot Software and this site, you can't go wrong. Bob is right. The 996XT would be a good choice for you.
Uniden continues to actively support its products and they have a Product Manager, (UPMan), who reads and responds to posts in these forums.

The cool thing with freescan, is that you can share files with other scanner owners. Hopefully someone in your area already has a file built. I make tweaks to my configuration almost daily via PC interface and freescan.
